Office of the Senior Vice-President

Dr. David Richardson, DBA

Senior Vice-President,
Operations-Business Management Consulting

Dr. David Richardson was appointed to serve as the Senior Vice-President of Operations - Business Management & Legal Consulting of DLR & Associates Group in May of  2022, after serving a brief term as the the Interim-President & CEO.

Dr. Richardson is responsible for the Business Management & Legal Consulting arm of the company, a Managing Director in our Business Performance Improvement practice, and is also a member of our Procurement, Higher Education and Social Impact practices. He also oversees our Business & Government contracting operations.

Dr. Richardson earned a BA in business Administration from Wilmington College and earned his Juris Doctorate at the West Virginia University College of Law where he graduated Summa cum laude

Dr. Richardson also was Associate Corporate Counsel for the law firm Porter, Wright, Morris, and Arthur LLP, based out of Chicago, Illinois. During his tenure there as an associate,  he represented the firms internal compliance division.

Subsequently, and notably, he was asked to lead an Legislative investigative team by the State of Ohio Correctional Institution Inspection Committee. While serving on that committee, Dr. Richardson investigated the conditions of the Ohio Department of Rehabilitation and Correction, its "Use of Force" Policy abuse allegations, and prison conditions. Dr. Richardson drafted legislation, floor remarks, and hearing questions on the hearings of the infamous House Bill 86 and Senate Bill 222 in 2012.

The bill also created enhanced strict requirements for Correctional staff in determining when it is necessary to execute and enforce the “Use of force policy“. House Bill 86 would also ultimately reduce the inmate population from 53,000 inmates down to 23,000 inmates over the course of eight years.

The Bills passage enhanced the powers the Director of the Ohio Department of Rehabilitation and Corrections and his ability to release an offender upon completion of special "Earned Credit" programs. By implementing "Earned Credit" programs for low-level offenders, offenders were able to decrease their terms of imprisonment and become "Returning Citizens" with skills that would benefit our communities.

With nearly a decade of experience in management consulting, Dr. Richardson  has served as a corporate officer in various positions. He served as  the Executive Vice-President of Fidelity Mutual Capital. He also served as the Regional Operations Manager for Relogistics Services, and the Deputy Chief Operating Officer for Forty8 Forty Services in Houston, Texas. During his tenure in these positions, he was the lead on a broad range of projects with clients in various industries including retail, higher education, supply chain management, trucking, logistics, and technology companies. Through these experiences, he has also developed expertise in corporate formation, mergers and acquisitions, business contracts, business scaling strategy, change management, and cost transformation.

Outside of his client work, Dr. Richardson is an instrumental member of DLR & Associates Group's leadership team as it relates to topics of diversity, equity and inclusion. He is also a leader in the company's efforts where he leads many of our recruiting and retention efforts and we are pleased to have him as a Shareholder and member of our Executive Team.
